THE CHILD SUPPORT MISSION AND PURPOSE

The Child Support Enforcement Agency (CSEA) will help ensure the healthy development of children by locating parents, determining paternity, establishing support obligations, and collecting child support while emphasizing accountability, customer service, and community collaboration.

The purpose of the child support program is to provide children with the opportunity for a better life. By working with both parents to establish and enforce support orders, the child support program helps children receive the financial and medical support ordered for them. Children deserve financial and emotional support.

For many people, their first experience with a government agency can be confusing. The staff at the Fairfield County Child Support Enforcement Agency (CSEA) recognized the need to help clients understand the services offered and terminology used to handle their case. We have developed many fact sheets to assist clients in navigating the child support system.

When did the Child Support Program begin?

The Child Support Enforcement program was established in 1975 by Title IV-D of the Social Security Act as amended. Ohio Revised Code Section 2301.35 requires every county to establish a single child support enforcement agency to collect financial support for children from the absent parents responsible for the children. Ohio Revised Code further provides that the Ohio Department of Job & Family Services is the supervising agency for the Title IV-D child support program. The Fairfield County Support Enforcement Agency was established in 1988 under the Board of County Commissioners through the merger of personnel from Domestic Relations, the Prosecuting Attorney's Office and the County Department of Human Services.

The Ohio Department of Job & Family Services is the supervising agency for the Title IV-D program in Ohio. The goals of the program are:

  • To ensure the children are supported by their parents

  • To encourage family responsibility

  • To reduce the cost of public assistance to the taxpayers

What Services can we provide?

The Agency provides a variety of child support services. Teamwork is the core component of our program. It is through the many connections with community agencies that we achieve many of our primary goals.

Through the Title IV-D child support program: This law requires that Child Support Enforcement Services, also known as IV-D Services, be provided.

Who are we?

The CSEA employs more than 45 individuals. Reducing vacancies, recruiting high-caliber individuals and improving the core competencies of existing staff are high priorities for us. We continue to bring quality personnel into our Agency to fill vacancies caused by staff promotions and attrition. The agency staff is well rounded and well motivated.

Case Managers have demonstrated dedication and determination in their work as well as care and concern for their customers.

Who are our customers?

To understand the issues and challenges facing the Agency, one must have an understanding of the Agency's diverse customer base. Customers include the residential parent or third-party caretaker with whom the child resides, the non-residential parent, and of course, the beneficiaries of the services are the children.
