Rapid Response Services

When local workers are laid off due to a business closing or downsizing, the Workforce Development staff must be ready to act on very short notice. The term Rapid Response is used to describe the quick action that is taken to provide services to these "dislocated workers".

Workforce Development staff work with the employers to schedule times when information can be shared with the workers. The information that is shared includes instructions for filing unemployment, services available to quickly re-enter the workforce, requirements for accessing occupational training dollars, etc.

In addition to all of the services available to ALL job seekers, dislocated workers may be eligible for programs specifically designed to assist people who have been laid off or those who have been laid off due to international trade (jobs have gone overseas).

Part of the One-Stop

'One-Stop' is the term used to describe the partnership of government and non-profit agencies who share the primary goal of helping people obtain gainful employment. Each of the partnering agencies serves a different population and administers different programs but they all revolve around the common focus of employment.

Every county in Ohio has its own one-stop although they are all called by different names. Usually there is some association with the county’s Job & Family Services agency so they should be able to refer you to the one-stop location.

Bureau of Vocational Rehabilitation (BVR)

BVR is a state agency partnered with the Fairfield County Job & Family Services One-Stop. BVR is a part of the Rehabilitation Services Commission which also administers the Bureau of Disability Determination and the Bureau of Services for the Visually Impaired. BVR assists customers with physical, psychological, or visual impairments in finding suitable employment opportunities.

Who is eligible for services from BVR?

Any person with a disability that results in a significant impairment to preparing for, obtaining, or maintaining employment.
  • SSI or SSDI recipient
  • MRDD consumer
  • Mental Health services consumer
  • Special Education student
  • Worker’s Compensation participant
  • Someone coping with a permanent physical disability
Who can refer someone to BVR?

Anyone can refer a customer to BVR as long as the person to be referred has given consent.

What happens when someone is referred to BVR?
  • Step One Application, orientation, initial interview & eligibility determination.
  • Step Two Comprehensive vocational assessment & employment plan development.
  • Step Three Employment plan service delivery
What kinds of services are provided?

Services may be diagnostic, restorative, developmental or supportive in nature.
  • Aptitude, achievement, interest or psychological testing
  • Rehabilitation engineering
  • Job coaching or work adjustment
  • Training (trade, academic, remedial, or on-the-job)
  • Job development, follow along and supported employment.
How does BVR provide services?

BVR provides services through agency personnel and external subcontractors referred to as vendors. These services providers may include:
  • Certified Rehabilitation Counselors and Licensed Professional Counselors
  • Rehabilitation facilities
  • Educational institutions like vocational schools, colleges, and trade schools
  • Community employers.

Ohio Department of Job & Family Services

The Ohio Department of Job & Family Services (ODJFS) is partnered with the Fairfield County Job & Family Services’ One-Stop to provide additional services to area job seekers. The Customer Service Representatives (CSR) focus on assisting customers who are veterans of the armed forces or who have been affected by layoff.

Participate in the job matching program

Sharing Career Opportunities and Training Information (SCOTI) is a statewide job matching system that matches job seekers with open job opportunities and employers with eligible applicants. The ODJFS Customer Service Representatives are able to assist with initial account set up as well as updating job seeker and employer information. Contact your local CSR for more details.

Assistance for laid off workers

The Ohio Department of Job & Family Services assists eligible dislocated workers with information regarding Trade Readjustment Allowance (TRA) and Trade Adjustment Allowance (TAA). TRA and TAA help workers adjust after their companies have shut down or reduced workforce because of international trade.

Re-Employment Orientations

Customer Service Representatives also conduct Re-Employment Orientations for recipients of Unemployment Compensation. These Re-Employment Orientations provide updated job searching information and individualized job search plans. Recipients are notified by mail if they have been selected to participate in one of these orientations.

Specific services for Veterans


The Ohio Department of Job & Family Services has Customer Service Representatives dedicated to providing services to veterans of the armed forces. Support available to veterans through ODJFS include:
  • One-on-one case management services
  • Assessments, career guidance, and employment plan creation
  • Referrals to jobs or training
  • Assistance in preparing for job searching and job retention.

Adult Basic Literacy Education Program (ABLE)

Fairfield County Job & Family Services in conjunction with Lancaster City Schools offers the Adult Basic Literacy Education Program at the Fairfield County One-Stop. This expansion of the Adult Education program allows additional access to the GED program.

Available individual assistance includes:
  • Initial evaluation of education level
  • Help with English
  • Tutoring to increase math, reading, and language abilities
  • Assistance in completing the initial application to take the GED test
  • Pre-testing for GED
  • Testing for GED

JOG - Jobs for Ohio’s Graduates Dropout Recovery Program

  • Offers young adults ages 16-21, who have dropped out or otherwise not completed high school, help in earning their Diploma or GED.
  • Provides up-to-date skills that match the current job market.
  • Offers financial assistance to selected students who wish to continue their education or vocational training.
  • Provides follow-up for 12 months after program completion by a Specialist to ensure continued success.
